  I'm going a bit stronger on Plymouth here because when you line up the recent form, the home numbers and the derby history, 3-1 is the score that keeps making sense. Plymouth finished last season in excellent form and were scoring regularly, with plenty of matches where they reached two or three goals, while Exeter's away record was far less convincing and they were conceding too often. The recent meetings at Home Park are also usually lively, with goals at both ends appearing regularly, so I don't really like the idea of a quiet 1-0 or 2-0. Exeter have shown they can make this derby competitive and I'd give them a decent chance of scoring, but I don't think their current defensive level is strong enough to hold Plymouth for the full game. Plymouth should create the better chances and, if they get on top early, I can see them adding to the score rather than sitting back. 3-1 feels like the strongest fit.
